Looks to be an '84 Yamaha IT200 that got raped by a gang of rattle cans.

"I have a home built dirt bike has a 200cc 2 stroke engine with power ban runs just needs a new clutch cable and back wheel sprockets tighten I am open to trade for a generator 2000w or more

I believe the following year they lifted the ban on power,you definitely want to find a post ban bike.
