Just because they say no to the 250 vs 250, that is understandable. Because we all know which bike is better. We all can see a 2005 2 stroke is still better than the tech advanced brand new factory modded 250F. So, why not upping the rule to atleast 150cc? Are you OEM's scared???

First why would the Manufacturers even care? Their whole goal in life is to make a product, sell it, get a profit. If they could sell double the product wouldn't they be for it?
For the sake of discussion, share with us why the manufactures would even be scared in this scenario?
How many 150SX units are you defining selling out? 800? 1000?
Proof of this sell out? You heard it? Anything to back it up?
How many four stroke units are you comparing this to?
So what would cause fear in a manufacture to not make money?

it's been on the wall for a while with the four stroke...the sport can not sustain it in its current form.
And sadly the people who often have enough money to keep with the sport with the direction it's going price wise are also not willing to get hurt be it because they have to work and injury sets them back, or because they would rather spend their money in a different sport without injury.
MX has always been a "poor" man's racing sport...and it's quickly pricing itself out of the market.
Expect LL entries (qualies and areas) this year to be sad.
Racing is and has always been about money.

You are correct, across the United States everyone is cutting back. We went from boom to bust. Type of engine has little to do with that. In my opinion, if the manufactures could find a way to show a profit, no racing organization in the world would have enough influence to talk them out of it. This is about dollars and sense.
Why would an OEM be scared of producing a bike because of a rule? Simple they wouldn't. Honda gambled on the 150R. The AMA squirmed and finally gave in due to the number of units being sold. Viola! The AMA found a place for them.
I concur, all racing entries are down and will be for a while.
Ask this, why are so many 450 units produced vs 150's
