Mad Skills 2 Level 1

I bounce back and forth between level 2 and level 3. Anyone ever get to level 1? Do you need to be within a certain top percentage? I don't think I'll get there since I am usually 1-1.5 seconds behind the top times.

I'm back and forth with level 1 and 2. I assume it's a % deal, but I have no clue.

the top 10% is division 1 I believe. I really didn't play much this week, but on the last day I managed to squeeze a 54th best time in the world on "Blow out"Cool I didn't spend much time on the other track though, I didn't like it too much.
