Pw50 plug wet with gas

Bike ran at idle not full throttle when I got it. Messed with adjustments on carb. Then wouldn't start. Friend told me to check filter in petcock. Clogged. Took it out. Bike sat for a year. While working on it noticed plug kept getting wet after one crank. Starter fluid doesn't work to start it. Had carb apart cleaned everything but pilot jet. Air jet at factory specs. Could choke plunger not be seating? Any help would be great. Son bugging the hell out of me. Oh replaced coil with hi po unit. Good spark
